-Plans, organizes, directs, and participates in the agency's project development activities. Coordinates the development of projects with other local and regional agencies. Selects, trains, and supervises a professional and technical staff responsible for the planning, design, and construction of transportation facilities, including rail and highway projects.
-Represents the project development function to a wide variety of government officials on the local, state, and federal levels.
-Directs staff and consultants in the preparation of surveys, studies, final construction plans, specifications, and cost estimates for various transportation projects, including rail and highway projects. Coordinates and supervises the work of contractors, affected public agencies, and utilities. Oversees project scheduling, budgeting, and payments.
-Prepares technical and administrative reports and correspondence in regard to the project development functions. Assists in developing documents to support applications for state and federal funding grants.
-Directs staff on the preparation of appraisals and negotiation for the acquisition and sale of real property and management of real property assets as necessary.
