The City of Virginia Beach Department of Public Works Engineering division is seeking an Engineer III - Transportation Modeler. This position is responsible for the development of citywide transportation models of the City of Virginia Beach utilizing computer simulation software. Duties and responsibilities related to coordinate of a variety of transportation research and analysis duties which may include, but are not limited to:
Performs alternatives analysis using computer modeling to determine performance of various transportation options so that they can be contrasted and compared.
Conducts periodic studies and evaluations for the master street and highway plan;
Prepares appropriate reports and presentations for inclusion to the planning commission and city council agendas;
Communicates with the public and consultants regarding transportation studies;
Develops prioritized listing of eligible projects for inclusion in the capital improvement program (CIP);
Develops methodology for assessing fiscal impact of alternative transportation projects and policies in the City;
Analyzes development to determine impact on the transportation system;
Coordinates interdepartmental review and analysis of transportation issues;
Conducts studies and prepares recommendations on transportation issues and presents findings to City leadership including Planning Commission and City Council;
Aligns City transportation policies with parking strategies; and
Supports the Bikeways & Trails Plan as well as other active transportation needs
Successful candidates will have: • Experience with transportation computer models including TP +, Synchro, CORSIM, VISIM; TransModeler SE; and TransCAD, • Possess an understanding of Transportation Systems Management including private and commercial motor vehicles, transit, pedestrians, and bicycles; • Experience in public speaking and presentations; • Excellent analytical and technical report writing skills, • Knowledge of Metropolitan Planning Organizations and experience working with these organizations; and • Knowledge and experience with comprehensive and regional planning. • Demonstrated ability to communicate and working effectively with elected officials, management, and other departments

Requires a Bachelors Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience, OR, an Associates Degree in Engineering with seven (7) years of progressive professional experience and a possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA).
