The person selected for this position must demonstrate highly developed executive leadership abilities with expertise in managing, planning, directing and administering strategies associated with Engineering and Construction activities in a large utility environment. The successful candidate must have a Bachelor’s Degree in Civil, Electrical or Mechanical Engineering: A Professional Engineers License in the state of Maryland; and ten (10) or more years of relevant experience in management of large utility design and construction projects. For this position, a PMP Certification is preferred. The candidate must have a valid Maryland Class C Non-Commercial driver’s license or an equivalent driver’s license and be eligible to obtain a Baltimore City driver’s permit.
The position will supervise directly or indirectly, all personnel within the Office of Engineering and Construction including managing subordinate professional program management staff engaged in the planning, analysis, development and management of major, complex linear and vertical infrastructure capital project delivery; and associated project planning and controls reporting on all projects. Duties will also include developing annual program objectives and performance metrics, managing day-to-day priorities for timely and efficient execution of CIP program projects, activities and tasks.
The Department of Public Works has an annual operating budget of $532,200,000 and an annual capital budget of $673,000,000; with approximately 2,686 fulltime employees under multiple functional divisions and offices. Other duties include but are not limited to communication with the Mayor, City Council, other Agency Heads, as well as elected officials at local, state, and federal levels and interaction with inter-jurisdictional representatives. In addition the successful candidate will represent the Department at various municipal meetings, hearings and boards.
