 KING COUNTY TRAFFIC ENGINEER Soliciting Applications until February 14, 2019 SUMMARY: The Road Services Division, Engineering Services Section, is currently recruiting for a Full Time, Career Service position at the Managing Engineer level. The position manages the Road and Traffic Engineering Unit. The Managing Engineer assigns, supervises, directs, monitors, and oversees the work of the Design and the Traffic Operations groups. The work includes day-to-day administrative functions, personnel development, technical review, and addressing project issues associated with King County's roadway network. A high level of expertise and experience in capital project management and traffic operations is expected.

ABOUT THE DEPARTMENT King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, the population size of unincorporated King County would be equivalent to the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, a Road Services Division, and a Permitting Division. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas of King County.

JOB DUTIES: The successful candidate will demonstrate skill and ability at a minimum to: - Acts on King County's behalf as the County Traffic Engineer
- Manages and directs the work of assigned staff; evaluates staffing needs; prepares annual staffing budget proposals; assigns responsibilities and authority to subordinates as needed; participates in hiring and performance reviews of staff, employee grievances and conflict resolution
- Provides oversight, quality control and certification of plans and documents for traffic engineering and roadway contract work
- As the Contract Project Engineer and/or engineer of record, this position oversees each project from conception through construction
- Provides guidance and oversees traffic operations and traffic engineering devices and technology as it relates to the planning, engineering, design, and operational needs of the roadway system
- Directs the design and implementation of capital improvement projects
- Provides program management and prioritization of complex, multi-year and high cost projects
- Oversees and approves the scope of work, budgets and schedules of projects
- Oversees and approves sub-unit work plans, budget, technical and organizational issues
- Oversees the citizen response process including being the responsible signatory for responses
- Oversees the interpretation of technical and professional standards, regulations, and contracts
- Oversees the County traffic safety programs such as counts, guardrails, high collision locations, pavement markings, roundabouts, schools, signs, signals, etc.
- Oversees the County Traffic Management Center
- Directs the development and implementation of policies and procedures for the Road and Traffic Engineering group
- Represents the section and division with staff, external clients, elected officials and the public
- Serves as signatory approval of construction contract payments, change orders and acceptance of work products
- Directs the preparation of bid documents, contract negotiations and change orders; interprets contract requirements and monitors compliance
- Oversees the administration of consultant contracts including: soliciting and selecting consultants; administering design agreements; defining the scope of work; reviewing work products for compliance with contract documents and payment requests
- Prepares, analyzes, and negotiates budget and programmatic proposals and long term planning documents
- Other duties as assigned
