Commonwealth Of Virginia Job Site | Cost Estimation Office Director
The Virginia Department of Transportation (VDOT) has an immediate need for a Cost Estimation Office Director. This newly created position reporting to the Deputy Chief Engineer will serve as the key senior leader representing VDOT in all matters related to statewide estimation of transportation projects. This includes being responsible for the creation, development, allocation of resources, and overall organizational structure of VDOT’s Estimation Office. The office will be responsible for the development, implementation and refinement of effective and efficient statewide cost estimation policies, staff training, and VDOT’s Estimation Manual. This office will work with Central Office Divisions and District staff on policies and procedures to ensure consistency of implementation statewide.
VDOT is responsible for building, maintaining and operating the state’s roads, bridges, tunnels and ferry systems. Through the Commonwealth Transportation Board, VDOT also provides funding for airports, rail and public transportation. Virginia has the third largest state-maintained highway system in the country, employing just over 7,000 employees across the Commonwealth of Virginia.

Knowledge of: transportation engineering estimation principles and procedures; specifications for construction; design of roadways and structures; environmental, preliminary engineering, ROW, utility, traffic, permits, civil rights and project programming.
Extensive experience in transportation program management, development, design, construction and integration on complex projects and associated regulatory, finance and legal constraints.
Extensive project management experience on a variety of complex transportation projects to include managing multiple, high value contracts within the transportation industry.
Skill in interpreting high value, complex contracts, special provisions and specifications related to transportation construction.
Knowledge of transportation laws, regulations, policies and procedures including federal, state and local planning and land use regulations, maintenance management, and work zone.
Skill in building networks and relationships with employees, field personnel, contractors, consultants, suppliers, manufacturers and FHWA representatives.
Knowledge of public policy, external factors and business practices related to transportation.
Knowledge of administration, managerial, supervisory and human resource principles, policies and procedures.
Skill in maneuvering through complex issues and showing sensitivity to how people and organizations function, as well as negotiating and leading discussions to reach positive outcomes.
Bachelor’s degree in Civil Engineering or Construction Management; equivalent experience or training may substitute for degree.
Extensive experience in the estimation and successful delivery of complex VDOT (or comparable) projects.
Advanced degree plus significant, related experience as a Project or Program Director for a large-scale engineering or construction firm or infrastructure agency or authority.
Professional Engineer’s License.
