The County of San Diego is currently accepting job applications for Senior Civil Engineer, to fill immediate vacancies in the Department of Public Works, Engineering Services Division and the Capital Improvement Program. Under general direction, Senior Civil Engineers are responsible for managing highly visible and sensitive capital projects that may include design and inspection of County road structures (bridges, retaining walls, low water crossings, etc.), maintenance plans for roadway structures and repair oversight, design and construction of improvements such as roadway widenings, intersections, signals, airports, drainage, water quality best management practices, wastewater facilities and infrastructure, pavement maintenance, sidewalks, and for supervising subordinate engineering staff performing several projects. The ideal candidate should have the experience and the ability to perform the following:
- Identify and define technical and administrative problems, identify and evaluate alternative solutions, and select and implement the best alternative
- Handle sensitive issues with public and/or client engineers' representatives
- Apply principles of sound design and construction practices
- Prepare plan correction reports
- Serve as a group supervisor or project leader in planning, directing, and coordinating the work of subordinate engineers and technicians
- Review proposed projects to ensure compliance with regulatory requirements
- Check engineering designs, details, estimates, plans, and specifications
- Apply modern engineering techniques to solve a variety of engineering problems
- Prepare technical correspondence and engineering reports relating to assigned construction projects
- Communicate effectively in oral and written form
- Establish effective working relationships with management, employees, employee representatives and the public representing diverse cultures and backgrounds
- Treat County employees, representatives of outside agencies and members of the public with courtesy and respect
- Communicate effectively with a variety of individuals representing diverse cultures and backgrounds and function calmly in situations which require a high degree of sensitivity, tact and diplomacy
- Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations
- Provide responsive, high quality service to County employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner
- Act as a technical expert in disputes and construction claim resolution
- Coach and train staff on technical and administrative issues
- Assign and facilitate the work load equitably among his/her team
