Summary of Duties Primary - Plans, directs, develops, and implements programs and projects related to traffic engineering.
- Prepares and reviews traffic/transportation studies, traffic control/access plans, submittals and engineering reports for roadways as part of Development and Capital Projects. Reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town requirements.
- Develops scope of work and solicits consultants regarding traffic/transportation items.
- Prepares and presents a variety of reports regarding traffic/transportation items.
- Investigates traffic complaints and concerns within the Town.
- Interprets, applies and enforces the provisions of the Town’s engineering design standards adhering to applicable federal, state and local codes, laws, rules regulations, specifications, standards, policies and procedures.
- Reads and interprets maps, evaluate proposals for annexation, site planning, plats, subdivision plans, landscape plans, trail plans, grading plans, utility plans, roadway plans and other land use applications as it pertains to the scope of the traffic and transportation for the site.
- Reviews agreements, legal descriptions, easements, and ownership deeds and provides input.
- Reviews engineering calculations and design. Provides technical and professional engineering support services relative to assigned area of responsibility; provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction as required including site visits.
- Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and Urban Renewal.
- Prepares and reviews cost estimates for Capital projects and Developer funded projects.
- Manages the design and construction of Capital Improvement Projects; prepares contract documents and cost estimates for CIP and development reimbursement.
- Serves as project engineer and/or inspector on construction projects related to traffic/transportation projects.
- Works with the Public Works – Streets Department to coordinate on the pavement management program, signal timing, and signal communications programs.
- Ensures projects are in compliance with the Town's State MS4 Stormwater Permit.
Administrative/Miscellaneous - Prepares reports, reviews comments, completes correspondence, capable of delivering comprehensive presentation of technical information to senior management, Board of Trustees, Town Commissions and the public.
- Prepares engineering standards and specifications for the Town, and makes recommendations to supervisor.
- Issues right-of-way, Stormwater Quality, and floodplain permits.
- Respond to questions from citizens or developers either in person or over the telephone. Provide technical support to other staff members, contractors, developers, and the public. Research files and/or maps for walk-in citizens and developers.
- Works closely with the planning group and all other departments.
- The incumbent (at the Civil Engineer II level) does not typically supervise other employees but may supervise lower-level technical and engineering personnel as assigned to include instruction, training, and daily direction.
- The incumbent (at the Civil Engineer III level) may be assigned to supervise other employees or may manage programs within the Engineering Division.
- Performs related work as required and assigned.
Minimum Qualifications Civil Engineer II Graduation from a four-year college or university with major course work in civil engineering or closely related field. Four + years of progressively responsible experience in civil engineering relating to traffic/transportation engineering work. A combination of education and experience may be considered.
Civil Engineer III Graduation from a four-year college or university with major course work in civil engineering or closely related field. Six + years of progressively responsible experience in civil engineering relating to construction, development, drainage, utilities, or traffic engineering work. A combination of education and experience may be considered. CERTIFICATES/LICENSES/REGISTRATIONS (Civil Engineer II) Civil Engineer II - Registration as a Professional Engineer (P.E.) with the Colorado State Board of Professional Engineers and Land Surveyors is required or the ability to obtain a Colorado P.E. within one year to continue in the position. Professional Traffic Operations Engineer (PTOE) Certification preferred in addition to P.E. licensure. Valid Colorado Driver’s License and satisfactory driving record.

Supplemental Information KNOWLEDGE, SKILLS & ABILITIES REQUIRED: Knowledge of: the principals and practices of civil engineering, particularly for utility and roadway construction and design as well as traffic and transportation; standard office software and CAD/GIS applications; construction and professional services contracts. Skills in: communicating effectively orally and in writing with developers, contractors, consultants, property owners, town staff, and the general public; ability to respond to common inquiries or complaints from customers, regulatory agencies, and members of the business community; research, prepare and analyze technical reports and data, including the ability to collect data, establish facts, and draw valid conclusions; ability to establish effective working relationships with developers, contractors, consultants, other employees, and other public and private agencies; perform civil engineering calculations related to utility and roadway sizing and alignment; read, analyze, and interpret common scientific, technical and legal journals and documents; interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Environmental Factors: Work is performed in a standard office environment with frequent to constant use of a personal computer, local travel, and moderate noise levels. Work may involve occasional exposure to gases/fumes/dust and work in traffic. Rarely will work require exposure to chemicals, high noise levels, vibrations, light/power equipment operations, use of heavy equipment, or out of town travel. Work may involve competing demands, performing multiple tasks, working to deadlines. Physical Factors: While performing the duties of this job, the employee is constantly required to sit for extended periods of time with frequent standing and walking. Tasks generally require constant grasping, fingering, or handling of items, and both talking and hearing. Occasionally employee may perform tasks while kneeling, squatting, stooping, climbing, balancing, reaching, using near and far visual acuity, peripheral vision, use of depth perception and color discrimination. Employee may also occasionally be exposed to extreme temperatures, working outside, walking on uneven surfaces, and lifting storage boxes over 10 lbs. Some tasks may rarely involve running, working at height, and lifting items weighing over 50 to 100 lbs.
