Job Summary
Guides the preparation, implementation, and evaluation of long-range policy for Metro, including sub-regional and strategic initiatives, grants, and financial strategies to meet the mobility needs of Los Angeles County; works closely with the Chief Planning Officer, program and project executives and managers, Board members, elected officials, state and federal administration, business, labor and community leaders, environmental advocacy groups, and others to assist in the development of visionary programs and solutions.

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:
Education
- Bachelor′s Degree in Business Administration, Public Administration, Urban Planning, Transportation Planning, or a related field; Master′s Degree in a related field preferred
Experience
- Eight years of relevant senior management-level experience in transportation planning and programming, project development, or real estate and economic development
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
The following are the preferred qualifications:
- Experience integrating and managing various modes of transportation systems including goods movement, highways, regional rail, and local transportation systems
- Experience developing regional passenger rail and high-speed rail, systems, and program development
- Experience utilizing California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) principals for transportation projects requiring environmental review
- Experience implementing and developing transportation policies and innovative transportation solutions
- American Institute of Certified Planners (AICP) certification
Example of Duties
Performs a combination of the following job duties
- In collaboration with the Chief Planning Officer, establishes goals, major priorities, and develops strategies to plan and program for all modes of transportation in support of Metro′s focus on customer service, value to taxpayers, and delivery of programs and projects
- Provides strategic direction to management teams in developing, implementing, and programming strategies to improve mobility and resolve major transportation issues
- Identifies issues and recommends solutions
- Guides the creation and maintenance of tools to support the department in conducting its work
- Manages and reviews staff performance against goals and takes actions necessary to address deviations
- Mentors and implements programs to train and develop assigned staff
- Analyzes, formulates, and presents policy recommendations to the Chief Planning Officer
- Provides for analysis and documentation required to assess environmental impacts and meet requirements of California and federal environmental laws and regulations for all of Metro's programs and projects
- Supports the Chief Planning Officer with interfaces and negotiations with outside interests, e.g., developers, consultants, architects, and contractors, in developing new business ventures to achieve Metro′s joint development and new business goals
- Oversees the planning, designing, and environmental clearance of mobility corridors
- Supports the Chief Planning Officer on all Metro real estate activity, including appraisals, acquisitions, property management, and real estate functions
- Engages with internal and external stakeholders to collaboratively advance Metro's goals, policies, and projects
- Prepares and maintains forecasts of sources of funding for transportation projects and services
- Analyzes and develops innovative means of financing transportation projects and services
- Solicits, reviews and recommends actions on funding applications from outside agencies for various programs
- Manages functional areas, including developing, monitoring, and adhering to budget and achieving unit′s goals and objectives
