Under general supervision of the REEC Director and direct supervision of the Branch Chief, independently performs compliance, engineering, and project management work for the Solid Waste Management Program (SWMP). Leads technical staff in environmental and regulatory compliance, landfill gas management and utilization, air quality, stormwater & wastewater management, groundwater monitoring and remediation activities at any of the locations operated by the Fairfax County Solid Waste Management Program.
Position may be underfilled as a Engineer II; the Underfill Requirements are stated below in the Employment Standards section.
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.
UNDERFILL REQUIREMENTS:
This vacancy may be underfilled at the level of Engineer II (Grade S24, $62,693 - $104,489). The employment standards for the Engineer II are: Any combination of education, experience, and training equivalent to Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineer III.
CERTIFICATES AND LICENSES REQUIRED:
- Valid driver's license.
- DEQ DPOR Class 2 Waste Management Operator license. Completion of training class within 12 months of hire date and certification within 12 months of first training class.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
- Experience leading diverse groups of professional, technical and field staff in public infrastructure management including design, construction, and maintenance.
- Effective team leadership and program/project management skills.
- Experience with contract management.
- Knowledge and experience designing solid waste related facilities and retrofits. Experience managing teams in the implementation of solid waste or other related environmental projects.
- Contract and budget management experience.
- Knowledge and experience with management of stormwater, wastewater, groundwater, and air pollution.
- Knowledge and experience with landfill/transfer station design and/or their operations.
- Excellent communication skills.
- EIT certification (Engineer in Training).
PHYSICAL REQUIREMENTS:
Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. This position requires one to be able to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift, and handle materials with manual dexterity. Visual acuity is required to read and operate electronic & field monitoring equipment. Employee must be able to lift up to 30 pounds. Physically and mentally able to use all applicable personal protective equipment in an outdoor and/or industrial environment, including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
