Foundation Systems Engineering (FSE) was founded in Kingsport, Tennessee in 1979 by Frank Castleberry, P.E. In 2000, Jack Llewellyn, P.E. became the owner and president of the firm and established our current headquarters in Knoxville, Tennessee.
Mr. Llewellyn sold FSE and CML to Mr. Scott Fitzgerald and Mr. Allen Browning, M.S., P.E in December of 2021. Mr. Fitzgerald has worked with both FSE and CML since 1994 and Mr. Browning has worked with both FSE and CML since 2006.
Allen Browning, M.S., P.E., MSI is President for both FSE and CML. Scott Fitzgerald is Vice President for both FSE and CML.
Jack F. Llewellyn, Jr. P.E., is senior consultant for FSE and CML in our Knoxville Office.
Construction Materials Laboratory (CML) was established in Knoxville, Tennessee in 1943 and a branch opened in Johnson City, Tennessee in 1973. They have continuous membership in A.S.T.M. for over 40 years, and a long-standing membership in the American Concrete Institute.
FSE and CML work closely with one another, allowing us to provide a range of quality services in all aspects of the geotechnical engineering, construction inspection and material testing fields. This relationship al...lows us to provide a unified team of engineers, inspectors and technicians to communicate directly with each other, minimizing delays.
Our services are performed by degreed professional and certified special inspector and civil engineering technicians (In-House Training, ACI & ICC).
Our laboratories are AASHTO accredited through the AMRL certification program and are managed by licensed professionals. Our management staff and accreditation confirm our laboratories meet or exceed the requirements outlined by ASTM E329.
