Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a versatile professional with an over-arching interest in advancing equity and transportation to serve as the department’s Diversity, Equity, and Inclusion (DEI) Manager. As the DEI subject matter expert and primary resource on racial and social equity, this position works with FCDOT leadership to support the department’s current and future transportation initiatives by incorporating equity into all facets of the FCDOT’s policies, practices, programs, and processes.
This position also serves as the point of contact for the countywide One Fairfax Policy. One Fairfax is a joint racial and social equity policy of the Fairfax County Board of Supervisors and School Board that commits the county and schools to intentionally consider equity when developing policies or delivering programs and services. Facilitating and leading a team of department equity leaders to develop and implement the FCDOT Equity Plan, as well as other activities related to the County’s One Fairfax Policy
Preparing, applying, and interpreting transportation plans, data, and recommendations to further equity goals, as well as providing strategic guidance to support equity-informed planning and decision-making
Coordinating regularly with FCDOT leadership on strategic, tactical, and operational execution of the department’s equity plan
Identifying data needs, developing data collection methods, and overseeing data collection, as well as publishing performance measures that can be analyzed, quantified, and disaggregated for equity purposes
Developing and reviewing equity impact statements and assessments
Facilitating collaborative problem solving and providing a strategic approach to implement FCDOT’s Equity Plan
Supporting transit equity efforts, including Title VI analyses
Collaborating with HR and hiring managers to recruit, hire, promote, and retain diverse staff, promote an inclusive and diverse workplace, and advance staff competency development related to transportation equity
Planning, advising, and implementing equitable and inclusive community engagement
Developing and communicating status reports, meeting summaries, official items for Board of Supervisors’ and partnering agencies consideration, and other written materials for, and in support of, FCDOT’s equity goals
Preparing presentations for public meetings, management, staff, and other audiences as required to meet specific audience needs
Performing other duties as assigned

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for " Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus, five years of professional work experience within more than one of the assigned functional areas.
NECESSARY SPECIAL REQUIREMENTS: The appointee to the position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. Bachelor’s degree and seven years of experience in the development of diversity and inclusion initiatives
Education and experience in transportation is preferred, including, but not limited to, multi-modal transportation infrastructure, planning, or design
Thorough understanding of federal, state, and local equal employment opportunity laws and regulations
Knowledge and experience with racial and social equity concepts, challenges, and strategies
Strong organizational, time management, and project management skills, including ability to coordinate multiple tasks, prioritize, and meet established deadlines
Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships
Strong oral and written communication skills, as well as experience presenting to, providing subject matter expertise for, and engaging with elected officials, internal/external staff, and community stakeholders
Desire to advance a collaborative and supportive culture.
PHYSICAL REQUIREMENTS: Ability to input, access, and retrieve information from a computer. Ability to attend in-person and evening meetings throughout the County. Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Employee may be required to do some walking, standing, bending. Must communicate clearly verbally and in writing with others. Employee may require lifting up to 15 lbs. Ability to travel independently to make site visits and attend evening meeting. All duties performed with or without reasonable accommodations.
