Job Purpose and Summary
This position is responsible for providing introductory and ongoing training for Maintenance Department employees at various maintenance locations for the Pennsylvania Turnpike Commission (PTC). Work involves analyzing training needs, developing curriculum and delivering training. Incumbents are responsible for coordinating with internal staff and external vendors to ensure all training needs are met for maintenance employees. Work is performed independently and reviewed by an administrative superior for end results and managerial direction when necessary. May function as lead worker over maintenance district trainers.
Essential Functions & Responsibilities
Establishes training program requirements for assigned trainings. Develops and maintains training records to document and track training activities, deficits and required certifications. Enters training information into the enterprise system.
Conducts introductory and ongoing training for maintenance employees, among various maintenance locations. Coordinates and schedules external vendor trainings.
Develops and revises training curriculum, programs and materials. Ensures content is accurate and presented in the most effective way possible.
Coordinates with internal departments and external vendors to obtain information for the development of training programs and materials.
Develops instructional methods, provides guidance and trains field training instructors for assigned maintenance trainings. Evaluates instructors for adherence to training programs and documentation requirements.
Coordinates with the maintenance districts and assists in developing annual training schedules.
Coordinates and schedules external vendor training for maintenance employees.
Participates in various departmental committees and projects. Makes recommendations for improvement to programs, procedures, manuals and policies.
Familiarizes employees with established policies, procedures, methods, rules and regulations.
Serves as a subject matter expert and handles unusual or difficult inquiries and situations. Refers to appropriate supervisor/manager when necessary.
Participates as a member of the Emergency Response Team in emergency situations.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications
Eight (8) years of experience working with highway maintenance systems or administering highway maintenance procedures. - OR - Four (4) years of experience working with highway maintenance systems or administering highway maintenance procedures AND a bachelor’s degree.
Equivalent combination of education and/or experience may be accepted.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.
Physical Demands and Work Environment
Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours and/or extended hours for assigned work assignments and emergency situations.
Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
