Description of Job
About the Work Unit
The Division of Transit and Rail (DTR) is responsible for the planning, development, finance, operation, and integration of transit and rail services into the statewide transportation system. The Division, in coordination with other transit and rail providers, plan, promote, and implement investments in transit and rail services statewide.
This position is part of the Bus Operations Team within DTR. This team plans, develops, delivers and manages statewide intercity regional and rural bus services through the execution of contracts to various service providers throughout the state.
About the Position
As the State Transit Service Planning Manager, you will ensure efficient and effective implementation and management of statewide transit service planning for Bustang that includes route analysis, planning, scheduling and monitoring. This role supports all aspects of DTR and CDOT's values and mission, including project implementation and fiscal management of State and Federal funds allocated to Bus Operations for assigned projects as well as DTR goals, objectives and performance measures for transit activities.
Your duties and responsibilities will include, but are not limited to, the following:
Manage Bustang transit service planning, which includes leading development of the Bustang business plan, updating and maintaining all Bus Operations policies and procedures for the State Management Plan, making recommendations on the annual Bustang operations budget to meet revenue service hours expectations, reviewing and commenting on Bustang facilities/ mobility hubs/ garage/ bus stop construction plan sets, and leading Pegasus comprehensive operations analysis and data collection project to both measure program success and identify any changes for increased efficiency and effectiveness.
Provide data management of the Bustang Transit Service, which includes identifying data collection needs and data collection methods plan (short-range and long-range), leading the bi-annual analysis of boarding data and running time data of selected routes, monitoring and analyzing capacity, usage, trip time, seasons and directions and develop regular schedule updates, serving as the lead on the Connected Colorado project, leading the implementation and management of new computerized fixed route scheduling software, securing a license or access agreement to query and run reports from the Ridecheck Plus computerized automated passenger boarding and operating data system and negotiate and manage contracts.
Perform community engagement and partner collaboration by attending project meetings with internal staff and external stakeholders, Transit Town Halls, community events, and meetings to gain community input into the Bustang family of services and expansion opportunities

Work Environment:
Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You will likely work a hybrid schedule with a combination of in-office and remote work.
Occasional travel required to attend meetings and trainings and conduct site visits.
Minimum Qualifications
9 years of full-time professional work experience where the primary responsibility of your duties was a focus on managing transit operations. Experience must have included service planning, ensuring customer service, and providing public relations.
OR
A bachelor’s degree from an accredited college or university in Business/Public Administration, Accounting/Financial Management, Public Policy, City/ Urban, or Transportation Planning, Civil Engineering, or a closely related field AND 5 years of full-time professional work experience where the primary responsibility of your duties was a focus on managing transit operations. Experience must have included service planning, ensuring customer service, and providing public relations.
OR
A master’s degree from an accredited college or university in Business/Public Administration, Accounting/Financial Management, Public Policy, City/ Urban, or Transportation Planning, Civil Engineering, or a closely related field AND 3 years of full-time professional work experience where the primary responsibility of your duties was a focus on managing transit operations. Experience must have included service planning, ensuring customer service, and providing public relations.
OR
A doctorate degree from an accredited college or university in Business/Public Administration, Accounting/Financial Management, Public Policy, City/ Urban, or Transportation Planning, Civil Engineering, or a closely related field AND 2 years of full-time professional work experience where the primary responsibility of your duties was a focus on managing transit operations. Experience must have included service planning, ensuring customer service, and providing public relations.
