Job Purpose and Summary
This position is responsible for performing a wide variety of administrative and analytical duties to provide support in an Electronic Toll Collection (ETC) program area such as Customer Service Operations or Revenue Enforcement & Collections for the Pennsylvania Turnpike Commission (PTC). Work is performed with some independence and reviewed by a supervisor, or designee, for direction, attainment of program goals, completion of projects, and overall performance.
Essential Functions & Responsibilities
Analyzes ETC programs to identify potential issues. Provides recommendations for program improvements, changes, and enhancements.
Drafts and revises manuals, bulletins, and other instructional materials related to ETC programs and assists with implementation of changes when needed. Familiarizes employees with policies, procedures, and regulations.
Provides customer service and serves as the primary point-of-contact for internal/external customers for non-revenue, temporary/rental vehicle program, toll-related requests from law enforcement and other related issues. Analyzes problems and addresses concerns/issues, referring complex issues to the appropriate supervisor.
Participates in gathering and reviewing information and evidence related to Toll Enforcement and/or Customer Service Operations for the administration hearing process and related legal actions.
Conducts training and provides technical assistance to departmental staff on various ETC programs. Reviews and modifies existing training materials to fit departmental needs. Serves as a Training Coordinator for ETC. Conducts needs assessments to determine training requirements needed.
Monitors and maintains inventory of all PTC unfunded transponders.
Provides support/assistance to the Customer Service Center staff with daily assignments or lane testing when needed. Generates reports and maintains automated systems to track and analyze various types of ETC program data. Researches, gathers, summarizes, and analyzes requested data to provide accurate information for reports, contracts, proposals, budgets, correspondence, and presentations.
Performs a variety of administrative duties including records/retention management, filing, answering phones, ordering supplies, scheduling meetings, and other administrative duties as assigned for ETC programs. Monitors and maintains the PTC intranet pages applicable to ETC programs to ensure accuracy.
Proofreads and/or modifies existing correspondence, reports, contracts, policies, and procedures to ensure accuracy and completeness.
Participates in committees, meetings, trainings, project teams, and other events. Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications
Seven (7) years of experience in communications, customer service, or in an administrative capacity
OR
Three (3) years of experience in communications, customer service, or in an administrative capacity AND a bachelor’s degree in business administration, communication, or related field. Equivalent combination of education and/or experience may be accepted.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.
Physical Demands and Work Environment
Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments including being on-call for vendor issues.
Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
