The Assistant Manager of Technical Support & Training performs equipment engineering and technical support functions in support of Commuter Rail Maintenance to include vehicle modifications, maintenance updates, SOPs and maintenance documentation management. As well as supervises and administers Rail Vehicle Maintenance new hire and recurrent training programs per WES Training, Designation and Qualification program and support the TriMet SESS Division for required employee safety training. Also supports Engineering and Construction – Vehicles during fleet expansions to include vehicle commissioning, modifications and safety certification.
This role requires being onsite five (5) days per week.

Essential Functions
Prepare training materials such as course outlines, instruction manuals, student workbooks, tests, etc., for all aspects of Commuter Rail maintenance training. Coordinate, administer, and supervise trainees in the Commuter Rail Vehicle Maintenance Training program. Deliver initial and recurrent training to employees to achieve and maintain FRA-required qualification, per the Commuter Rail Training, Qualification and Designation program. Administer certification/qualification testing and conduct evaluations.
Develop rail vehicle quality assurance techniques, maintenance methods (periodic and corrective), and test procedures for passenger equipment systems and equipment and support the Manager of Commuter Rail in the administration of the Inspection, Testing and Maintenance program. Specify, design and develop test equipment and instrumentation. Write technical reports, analyses, procedures, and specifications. Record test results, and document communications with vendors and original equipment manufacturers.
Evaluate the electrical, mechanical and electronic design of Commuter Rail passenger equipment to determine performance, reliability, maintainability and regulatory compliance.
Develop, deliver and implement vehicle modifications to improve performance, maintainability, reliability and regulatory compliance including mechanical and electrical drawing updates. Develop and implement maintenance updates, documents, manuals, SOP’s and forms in support of vehicle maintenance to include on-line documentation. Team with Engineering and Construction – Vehicles as required to support these functions.
Supervises work assignments and performance of Commuter Rail Maintenance employees. Responsible for the effective management of employee and labor relations issues; including investigation, documentation and administering disciplinary action as required. Develop a work environment that is inclusive, respectful and in full partnership with members and officers of the ATU. Ensure consistent application of policies, procedures and labor agreement throughout the workforce.
Work with vendors and OEMs to develop and implement software/firmware updates. Assist in the management of the software/configuration management control plan for the vehicle fleet including the management and programming of onboard intelligent modules and diagnostic computers.
Assist the Engineering & Construction Division in new passenger equipment procurement support, including review of passenger equipment manufacturer's design submittals, fabrication inspection, vehicle commissioning and safety certification.
A minimum of a High School Diploma/G.E.D. is required with a Bachelor's Degree in Electronics, Electrical Technology, or Mechanical being preferred.
Four (4) years of total credited experience.*
Three (3) years of experience in the field of passenger equipment maintenance are required.
Two (2) years of experience in training and/or education programs are required.
One (1) year of progressive responsibility in transportation and/or transit operations, including leading or training union employees is required.
Or any equivalent combination of experience and training.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".
